1923～2015新加坡建國總理李光耀23日凌晨病逝，享壽91歲。李光耀與台灣關係密切，共訪問台灣超過25次以上，並促成1993年在新加坡舉行「辜汪會談」。

前海基會副董事長兼祕書長邱進益說，「辜汪會談」一開始討論地點，並非新加坡。邱進益透露，台灣選擇新加坡是為了回報當時星國總理李光耀奔走兩岸的人情。

當1992年兩岸確定海基會與海協會領導人的「辜汪會談」後，對於地點，邱進益表示，當時台灣方面堅持對等，一定要選在第三地，對岸其實最先提出的地點是香港，但台灣方面回答1997年後香港會回歸大陸；對岸再提出東京，後又因種種不合適的原因排除。

僅提供場地不參與討論

後來在國民黨內部高層會議中，大家考慮結果，覺得何不把人情做給李光耀，除回報他奔走兩岸的友誼，再加上新加坡是第三地，又是華人社會，也可凸顯出此事是華人的事情。在獲得時任總統李登輝同意後，邱進益再度奉命密訪新加坡會見李光耀。

根據中央社，邱進益指出，當時李光耀聽了很開心，表示很榮幸能做為辜汪會談的東道主，但他也說，新加坡扮演的角色僅是提供場地設備，不參與兩岸討論；李光耀畢竟是政治人物，言下之意是萬一兩岸會談時產生糾紛，新加坡不會捲入也不會當調解人，這是李光耀對台灣有感情，卻也務實的一面。

為台海和平促接受一中

在某次許多駐星使節均參加的活動上，李光耀主動邀當時駐星代表史亞平合照，目睹這一幕並保存相片的星國人士說，李光耀這個動作對台星關係是極大的肯定。

此外，李光耀15年前接受鳳凰專訪時說，台灣若一意孤行，戰爭非空談，他鄭重建議台灣接受一個中國原則，否則台海緊張關係會升級，而「台海5年內必有一戰」的言論也非空談。
